NCAA's APR program flawed

The APR (Academic Progress Rate) is flawed to the point that it is being adjusted even now, before it ever is implemented. Take last year's North Carolina basketball team. Four players entered the NBA draft early. Had the APR plan been in place, the Tar Heels could have lost enough points from those defections to be ruled ineligible for this year's NCAA Tournament, even though all four players who entered the draft were eligible.
