UNC is the #13 overall seed which is also the strongest #4 seed. In that respect UNC is properly placed with Wisconsin which is the #4 overall and weakest #1. Regarding UNC's first opponent, Harvard, the Crimson are #52 which is the seed the Tar Heels should face according to the seed list.
