NCAA votes to expand use of instant replay in targeting calls

The NCAA's College Football Rules Committee has voted to expand the use of instant replay in targeting fouls, including allowing the replay official to create penalties that were not called on the field. Speaking to reporters via conference call Thursday, NCAA coordinator of officials Rogers Redding said that replay officials will now be free to determine not only if targeting occurred, but whether or not it was intentional.
