You're correct...the sanctions haven't been announced yet and are way overdue. Here's a quote from an article posted just yesterday:

Isn't it about time the NCAA's Committee on Infractions handed down a decision following the investigation of the University of Miami? It's been two months since Miami officials made their case in front of the committee and what was supposed to take anywhere from six to eight weeks is now entering its 10th week without some sort of resolution. Are NCAA officials walking from Indianapolis to Coral Cables to hand deliver their findings?
