13. Sam Howell, North Carolina: Keeping Howell at home was a big win for Mack Brown in his first recruiting class back at UNC. The North Carolina native was the top recruit in Brown’s 2019 class, ranking as the No. 93 overall recruit in the country. Cade Fortin and Jace Ruder are also in the mix, and the battle with Howell is likely to extend deep into fall practice.
