20. North Carolina The Tar Heels might not be top-heavy with obvious superstars, but few programs did a better job of upgrading their overall talent level. Getting LB Jarrell Miller out of Virginia was a major coup, but not as huge as getting lightning-fast safeties Deunta Williams and Shaun Draughn to see time right away in the secondary.
