A UNC spokesman said that UNC General Manager Jim Tanner is not allowed to recruit off campus despite the conjecture that Tanner helped Hubert Davis sign Luka Bogavac from Montenegro and Ivan Matlekovic from Croatia to contracts this season. Still, with the tremendous interest in Carolina basketball, Davis and Tanner need to be more transparent. (Chapelboro.com)
