'Halloweekend' in Chapel Hill, explained

Each year, the Town of Chapel Hill closes down Franklin Street for a massive impromptu parade. This tradition has been ongoing for decades and turnout is different every year — in 2004, 80,000 people attended. Now, however, following an initiative to tame crowds as well as the lingering effects of the COVID-19 pandemic, the turnout is much smaller. (Daily Tar Heel)
