UNC compliance promotion doesn’t make sense

A short story in The Daily Tar Heel, caught my attention this morning. The blurb reports the promotion of Amy Herman from assistant athletic director for compliance to associate athletic director for compliance, effective Feb. 1. But does anybody else find it troubling that the athletic department is promoting its top compliance officer at a time in which it is being investigated for multiple instances in which it did not comply with NCAA rules?
