It's former walk-on QB, now graduate assistant Caleb Pressley, and he's in charge of signaling in plays. It makes sense you'd want the person in charge of putting in signs to be somewhat visible, hence why you'd want him to be wearing a piece of clothing that stands out. In this case, it's also a shout-out to a former UNC football player, which is always nice.
