Ever since Dean Smith died, there has been a national celebration of the basketball excellence he developed in the ACC. A letdown — and that’s different from a hard-fought loss — by the current edition of the Tar Heels against NC State (8 p.m., ACC Network) would be unsettling during what has been an emotional time for the program, particularly for Roy Williams.
