UNC, Anthony Ratliff-Williams Scheming Kickoff Rule Change

North Carolina may have to get creative in maximizing the talents of first-team All-ACC returner Anthony Ratliff-Williams following a recent rule change affecting kickoff returns. In April, the NCAA approved a rule change allowing the receiving team to fair catch a kickoff inside the 25-yard line and have it result in a touchback in an attempt to reduce injuries.
